Specialized Entry-Exit Service Windows for Sichuan Enterprises Engaging in Business Activities

The Provincial Department of Public Security has recently rolled out nine reform measures, including streamlining approval procedures, shortening processing timelines, and expanding the application scenarios for electronic documents, such as Sichuan resident ID cards and driver's licenses, with a view to deepening reform of public security administrative management services and contributing to the continuous improvement of a more law-based business environment in Sichuan.

These nine reform measures cover the entire chain from law enforcement to service delivery and support systems, constituting a full range of policies by the public security departments to optimize the business environment. Specifically, in the realm of standardizing law enforcement, Sichuan's public security departments are employing a dual-pronged approach. In terms of regulating criminal law enforcement involving enterprises, work will be done to rigorously implement case filing and review protocols, improve the mechanism for handling, reporting and full-process overseeing, resolutely prevent issues such as intervening in economic disputes through criminal means and profit-driven law enforcement, prudently use compulsory custodial measures in accordance with the law, and strictly prohibit any investigatory overreach in statutory authority, scope, amount thresholds, or time limits when sealing up, detaining, or freezing the property of enterprises. In terms of standardizing administrative law enforcement related to enterprises, efforts will be made to promote the reform of "one-stop joint administrative inspection", including consolidating inspection items and optimizing the inspection model to eliminate overlapping inspections by multiple departments. Furthermore, it is essential to formulate a catalog of minor violations exempt from administrative penalties or compulsory administrative measures and adopt more inclusive, prudential supervision and flexible law enforcement methods.

In order to establish service and support mechanisms, Sichuan's public security departments intend to make efforts in multiple areas. Active steps are being taken to enhance the mechanisms related to enterprise-focused police reporting and assistance, such as establishing dedicated "Enterprise Case Reporting and Service Centers" at the public security case-reporting centers across all counties (county-level cities, districts) in Sichuan. These centers are designed to ensure a comprehensive and closed-loop management process, encompassing case registration, acceptance and feedback. It is equally critical to strengthen intellectual property (IP) protection for enterprises, formulate guidelines for case reporting, intensify crackdowns on IP infringement crimes, expand the application of "Sichuan Public Security Cloud Police Service for IP Protection", and carry out health checks for trade secret protection measures in key enterprises. Work will be done to create a clean cyberspace, rigorously crackdown on illegal and criminal activities such as online extortion by paid posters, online infringement, and theft of trade secrets, and ensure the timely removal of false and damaging information concerning enterprises. Work will be done to establish a regular police-enterprise communication and service mechanism, implement systems such as "Project Police Chief" and "Stationed Police to Aid Enterprises" in line with local conditions, develop the "Sichuan Police Enterprise Safeguard" as a brand measure, and employ various forms such as police-enterprise service centers, police-enterprise dialogues, and "Legal Outreach in Enterprises" programs to deliver targeted, efficient support to businesses facing operational challenges.

Additionally, in enhancing the efficiency of government services, the public security departments in the province have introduced various measures convenient for the people and beneficial for enterprises. Key initiatives include compressing the online processing duration for the "administrative approvals regarding two financial matters" to five working days, expediting the registration and approval process for enterprise websites to ten working days, cutting the time for seal carving services to just 2.5 hours for immediate pickup, and simplifying the documentation needed for the safety permit of large-scale mass activities. Concurrently, in the realm of exit and entry services, a dedicated green channel for port visas is established for foreigners requiring urgent entry into China for purposes of exchange, investment and entrepreneurial endeavors, and a specialized service window is offered to Sichuan-based enterprises engaged in business activities. In the realm of electronic document applications, initiatives are implemented to broaden use scenarios for electronic documents, including Sichuan resident ID cards and driver's licenses, and realize the online verification of fully digitalized electronic invoices for vehicle sales, thus allowing data to cover more ground and minimizing the need for personal travel.
